In January 1977, a Soviet engineer named Adolf Tolkachev approached a CIA officer at a Moscow gas station and asked a simple question, “Are you an American?” That short exchange was the start of one of the most valuable intelligence operations in CIA history. Tolkachev worked at Phazotron, the USSR’s top radar design facility, and over the next several years he handed over thousands of pages of classified material on Soviet fighter radar, missile systems, and air defense technology.
