A Russian drone struck the Kyiv headquarters of Ukraine’s Security Service on September 4 in the first direct hit on the building since the war began, targeting the office of SBU chief Oleksandr Poklad and injuring at least seven people.

Why Is It Significant

In four and a half years of war, Russia has never managed to strike the SBU headquarters directly, making Friday’s attack a significant escalation. What makes it more alarming is the precision of the target.

Zelensky confirmed the drone was aimed directly at the office of SBU chief Oleksandr Poklad, meaning Russia was not hitting the building at random. It was going for the head of Ukraine’s most powerful intelligence agency in broad daylight, in the historic centre of Kyiv, steps away from a UNESCO World Heritage site.

What Is the SBU

The SBU is Ukraine’s primary security and intelligence agency, comparable to the FBI in the United States or MI5 in the United Kingdom.

It has been one of Ukraine’s most effective weapons in the war, executing deep strikes inside Russian territory and targeting senior Russian military figures.

The agency was behind the 2022 bombing of the Kerch Bridge linking Russia to occupied Crimea and Operation Spiderweb in 2025, a drone strike that hit Russian strategic bombers on their own soil. It has also run a covert campaign targeting senior Russian military officials accused of war crimes.

The agency was recently ranked among Europe’s top five intelligence services.

What Happens Next

Zelensky wasted no time. “I instructed Poklad to deliver an appropriate, tangible response and, where possible, one that mirrors this strike, to the Russians once everything is ready. Our military will support this response,” he said.

That language signals a deep strike operation inside Russia is being prepared, most likely targeting a comparable Russian security or intelligence facility. Ukraine’s senior security officials will be operating under heightened protection protocols following the attack.

The strike also lands as US envoys Steve Witkoff and Jared Kushner prepare to visit both Moscow and Kyiv, with Ukraine’s foreign minister saying Russia launched the attack during a renewed push for peace, making its rejection of diplomacy impossible to ignore.
